I've had personal experience with 3 people now who have had this problem spring up the last few weeks. In all 3 cases they were victim of a Microsoft update that either changed their firewall settings or turned the MS firewall on when it was previously off.

You can fix this in a couple ways.

Roll back vis System Restore to a point where you FTP was working. Or go to Control Panel go to Security Center and turn off the MS firewall. Its a piece of crap anyway and as long as you are using a router its completely unneccesary.
