Bakhramov was from Azerbaijan which was part of the Soviet Union, he was at the time of the World Cup 40 years of age, however you have to think during World War 2 he was in his mid to late teens and may have been in the Soviet Union army or at least would have seen and known what Hitler and his friends were doing to USSR.

Anyways 20 years after the war he's officiating in a game between England who had helped Russia and Germany who had been trying to invade Russia, now I'm no mind reader but if I was him and a 50/50 decision came along I know which team I'd give the benefit of the doubt to
