If you are talking about importing the league file as an owner in an online league then perhaps this will help = It's very easy. I don't have the game in front of me but I believe it is under the League menu in-game. Click that and you should see something like update online league files in the menu. Click that and the game downloads and extracts the file for you. No more having to DL the file from your league site and unzip yourself as was the case in OOTP 6.5.

The only exception to the above - if you just joined the league the commish has to give you the league file to unzip yourself first so you can start updating in-game.
