I believe you are correct, you can waive and designate someone over and over again. Waivers can be "irrevocable" however (read pages 296 and 297) which means if the player gets claimed, you can't yank him back. If a player clears waivers (goes unclaimed), you can always take him off waivers and leave him on the 40-man roster, and you can try waiving him again later. If you placed him on DFA in the meantime to make a spot, you can always put him back on the 40-man roster if you change your mind. Demotions to minors is where you have some restrictions, however, according to the player's experience.

Once you "sign" a contract as GM, you don't get out of it by releasing the player or by demoting him. A player with a major league contract who has been demoted to the minor leagues will still have that contract. The rule means to say that if you sign a player to a major league contract, he has to be on the 40-man roster to begin with. If you then want to take him off that roster, you have to go through the waivers process. If he clears, then you can send him down (if eligible for demotion), but he is still making the dollars that you gave him.
