My bad...I should RTFM. I think page 294 sums it up. "Note: In real life, teams can outright a player only once before the player has a choice. If the team outrights him a second time, the player can refuse assignment to the minors and elect to become a free agent. This rule does not exist in OOTPB." After reading more about waivers and dfa, it seems you can send guys to either of these lists as much as you want without consequence. Correct me if I'm wrong.

But I have another question about what I read about secondary (40-man) roasters. On page 293 it says, "players with major league contracts must be on the secondary roster". But if the player has cleared waivers you can take them off the secondary roster and put them on a minor league team even though they still have a major league contract right?
