It seems that many TABLE_VIEW errors can be fixed by deleting the \tables\ folder in the data directory and having OOTP recreate a fresh set of table data on the next startup, so that's what I'd suggest for now...
I know that that should have been taken care of automatically as part of reinstalling, but you never know, something might have gone amiss there, too.
