I'm not sure we are following each other here so I'll expand on what I said earlier;
The file is a RAR file and as such needs to be extracted with WINRAR or a compatible utility program. Rar files are similar to Zip files in that they are compressed. WINRAR and WINZIP are the same type of program using different compression techniques. Download WINRAR and install on your machine then as you would for a ZIP file, right click on the RAR file and choose "EXTRACT FILES" (the icon for which appears as a stack of multi-coloured books). Select the install path of your choice and click "ok". Before you start your game make sure that the folder "CubbyFanMLBAAA06.lg" is now in your "saved_games" folder of the OOTP2006/DATA directory.
