I've just joined in as an expansion team, and according to what SAL told me, you can pick them from the stock database that comes with the game. You'll need to check the rosters of everyone's teams on page one and see which fighters aren't available before picking your team. As an expansion team, you have to pick according to the following:
2 fighters rated 9
2 fighters rated 8
2 fighters rated 7
3 fighters rated 6
3 fighters rated 5
2 fighters rated 4
2 fighters rated 3
