3. ran face tool for BM2006 test league
4. used seperate program to convert images from png to bmp, then changed player id's from "player-..." to "p..."
5.pasted pics over to PHOTO folder in 6.5
This worked perfectly! I now have player pics for my entire 6.5 league.
Now my question to anyone who cares is, how can I update the player pics with the correct uniform, and how can I get pics for rookies in the following years using this system of mine.

I think that using the same method you outlined above would work for updates, procided that:
- When you convert the game to 2006, you use the same file name as you did when you first converted it.
- The player_id field for every player is the same when you convert (I've never converted a league, so I don't know 100% if this is the case)
The only other hiccup I can think of is that I don't recall 6.5 having the team "background color" and "text color" fields, so when you convert, the colors are probably made up. This means that if you are using generic uniforms, they will change considerably every time you update the league. You can work around that issue by making custom uniforms, though.
