Suggestion: Under "player strategy" for individual players, offer a "do not platoon" option.

Reason: there is too much platooning in the game presently. If fixing it globally is not practical, this would be one way of keeping a star from being platooned, as now happens.

Priority: medium. A global adjustment would be high.
