No, it isn't small. As the originator of that particular idea, there are a lot of aspects to that idea which would need to be fleshed out before it could be implemented properly (what happens to the players on an affiliated minor league team if the league is rendered inactive, for example). Hopefully though, something like it will be there in OOTP2007.
