In 20 years of email and on-line leagues (Stratomatic and OOTP), I don't recall ever being in a league where the commissioner's team wasn't a perennial playoff contender. There's built-in advantages for the commish, but frankly I've never taken issue with it because it's a payoff for the hundreds of hard hours that go into running a successful league. Commissioners should have more knowledge of the teams, the players, the strategies, and the owners' personalities. All that will help them field a winning team.
If I ever suspected that the commissioner was not running his team with integrity, I'd be the first to quit. As far as running a league without having a team, now that takes real dedication. I haven't played in one of those leagues yet.
