Still, I think you're onto something there. I suspect the problem is due to those massive amounts of capital, in combination with this fix from the final patch 2:

It's obviously pretty insane to offer $12+ million per year to a single player when your salary cap is just twice that, but it's not inconceivable. And with all the money being available (how did those teams manage to get budgets of 200+ million in some cases?!), I guess the AI might have been caught between semi-contradicting directives ("spend much of your money" and "obey the salary cap"), and did the best it could under the circumstances.

In other words, I don't think it's the case that the AI uses the wrong league's financial settings, it just looks similar. Well, at least I'm hoping so, for my own universe's sake.

Edit: I've never played with the "Team owner controls budget?" setting set to "entire revenue available"...does that mean that each season's balance rolls over completely into the next budget? If some teams are consistently running a profit each year, that could be leading to those huge budgets over time. Perhaps changing that setting back to the default would be all it takes to eradicate this problem...
