Minor league management is no fun because the game can't realize a difference between a human manager and an AI GM. Put differently, it doesn't care if the human is managing any teams, and will go on its merry way simulating its own baseball world.

What this comes down to is that you end up playing by the AI's rules, rather than by how baseball would work in real life. The AI does do a good job of approximating a real baseball world, but it misses out in dealing with the details that make the game fun.

Frequent, repeated, non-negotiable, unannounced roster moves at the minors level is one such frustration. This may help the AI to run its baseball universe, but it really sucks the fun out of the game. You're just constantly re-doing lineups and depth charts over and over again as the AI arbitrarily shuffles rosters.

If being a minor league manager is to be a serious gaming option, then work will need to be done to adjust the AI so it understands that this is how the human user wants to play. Much as how there's been a lot of tweaking to make OOTPB useable for historical simulation (something for which the game really wasn't intended for in the very beginning), the same kind of work needs to go into making managing the minors a viable effort. Currently, minors management is OOTPB's heavy-handed way of punishing you for screwing up.
