I don't think anyone keeps a central list of all international signings. Your best bet would be to follow team sites to see if they announce them, sites like Baseball America which usually list the big signings and Google around a lot. I know there are a few really good fan sites which usually are pretty in-depth with prospects, keeping up with all signings. Off the top of my head there are really good Angels and Red Sox prospect sites (but I don't remember the URLs off the top of my head.)
