The problem here is you have a budget of 1,800 dollars.
So the projected balance is correct. There's nothing wrong with the rest of the numbers.
Obviously, your budget was higher last season, so the problem is why the owner would cut your budget by 300 thousand dollars when you made 500 thousand last year alone... that makes no sense and I have no clue why it would do that... Apparently your owner wants you to play with one player.
For next year, the game should be assuming you get the same budget, so you're already spending 300 thousand over your budget so of course you'll have nothing for next year... it'll take all the contracts you already have for next year and figure how much of your budget is left over for next year... and of course that'll be a negative number with that microscopic budget.
So, the only two way whacked out numbers, from what I know of your league... which is only this screen shot, is the microscopic budget, and it saying you have 43,000 left that you can spend this year. It should be saying you have nothing... since you're so far over budget already.
The projected balance line is only what your balance looks like compared to your allotted budget, not to your overall cash position. It still reports that you'll have plenty of cash left at the end of the season, that's the BALANCE line, last line in the center section.
Anyhow, all that said, your bug is that the owner gives you an 1800 budget while sitting on 1 million dollars in cash and having made 500 thousand last year.
