Actually, Bulgaria, Armenia and Spain have about the same level of baseball organisation, just not enough players of Bulgarian and Armenian descent in the US to bump up their national side. If you want to bump Spain to 'fair', I see no reason to drop Bulgaria.

EDIT: No, not Armenia. I forgot it was tiny. There's about 15 folk in the Armenian association. Oops. Bulgaria, however, has had a semi-pro baseball league since the late 1980s, has a better national side than Greece or Spain (if you take out 'naturalised Americans'. It's organisation is better than Spain's, I reckon.
