Yes, you are right, the foreign player % should be set to 0 instead.
I made all those suggestions when I just got the game without playing it too much (i.e. I only did fantasy draft, but not amateur draft), and I misunderstood what "foreign player %" really means.
The amateur drafts in Taiwan include Taiwanese players only. All foreign players are signed as FAs.
I will edit my initial post to correct this.
