For those who may encounter any similar situations, I did hear back from eLicense/ViaTech over the weekend. Here's the deal:

If you create a shortcut icon to the ootp2006 executable file (or modify an existing one), and in the Target field append "-unlicense" to the launch command for the shortcut (don't include the quote and place the text outside the path's quotations in the Target field) it will force the licensing dialog screen to appear when you launch OOTP. From there you can unlicense the game. I tested it this morning and using the -unlicense tag does indeed work.

From the tone of the email it sounds like they know the eLicense Control applet does not work with Vista and I would imagine the issue will be addressed by the time Vista ships in January (of 2020).
