But yes, you can have empty rosters until the first day of scheduled games for THAT LEAGUE only. It's the same way if you have leagues that start BEFORE the major league level, they have to be filled first, or you will get stopped.

Thanks for the info, but I still don't understand. If I have 50 rounds in the draft, and two teams to fill, that seems to work out perfectly. In fact, if I did have players at Rookie or Short-A, I wouldn't have any place for my draftees.
What am I missing here?
