Absolutely, and probably unavoidable, given that the player histories are updated instantaneously, but most of the other data only when the game is being saved.
The following screenshot will show you a player who was apparently inaugural-drafted three times, by three different teams. All I did was: create game -> go through inaugural draft -> crash game via task manager -> restart OOTP and reload game (we're back on Jan 1st) -> go through inaugural draft again -> lather, rinse, repeat
Short of keeping all player history changes in a memory buffer until the game is actually saved, I see no way to prevent this from happening.
