I would agree. The only problem is that the guy you wanted to demote you obviously aren't going to have him in mind and watching for him... so he could stay on the DL all year right now.
Once there's notification that a guy is ready to come off the DL, that solution would work fine.
I don't think the game needs to worry about the rules of rehab demotions, since players don't need rehabs. If it worked under the same rules of demotion it would work just as well.
