I think a way to solve this would be to have the AI be more competitive or aggressive?
It seems like they will "Accept" your offers very quickly w/ out really testing the market, seemlessly giving you the impression your offer is all thats out there. They should be holding out UNLESS you have an offer they cant refuse (that would be ok to see an early signing now and again). But as we speak I can get my FA's out of the way and have my roster nice and setup by mid DEC thru JAN 1st consistantly.
I don't mind landing a 2nd tier established talent (type B FA) at a reasonable discouted price if I feel no ones pursued that player. But right now, I can sign anyone except players I lost or random players who don't want to play for me but those are pretty non-existent.
Pick good players, don't offer them too much & just test yourself and see if you cant get whoever you want w/ out them holding out like they should.
