I dunno... the only way to find that rating (that I can find) is to look in the editor for each and every pitcher. Too time intensive for me... but I'll take a quick look at the WP leaders in the league...

Some do and some don't, for those that don't they really really don't.

Can't find any other stat that looks like an effect though... control is spread all over the board, stuff is spread out. The only thing that might be is (probably) about 75% of the high WP totals also have movement higher than control... whatever that might turn out to be.
A few of these guys are also some of the best pitchers in the league, for whatever that's worth. One is 21-9 with a 1.2 WHIP and 2.96 ERA. He's the 05-14-1056 guy mentioned above.
With the cool stats split options I can tell you that most WPs were thrown on the road, on grass.

And most were at night!
