Sorry if this has been addressed but I can not seem to find the answer on these forums.

In the manual it states to scout a nation you need to go to Manager/Explore World/and left click on the nation name.

When I do this, I get the ability to see players and scout them individually but I can not for the life of me find a way to send a scout there and look for talent. There is no scout nation button, etc. Can anyone help me out with this?
