Using 0-5 is way too imprecise for me...I would've prefered 0-100, or at least 0-10....something like this:

10 (USA)
9 (Japan, Cuba, Dom Rep)
8 (Other countries with strong professional leagues, i.e. South Korea)
7 (Countries with medium-level leagues, like Canada, Taiwan, Netherlands)
6 (Lower-level leagues, like China, Austraila)
5 (Decent amateur leagues: most of Europe, etc.)
4 (Emerging amateur leagues, like South Africa)
3 (No league, but in strong baseball area: Guatemala, Costa Rica)
2 (No league, but member of IBAF: Armenia, Serbia, Ghana)
1 (No league, not an IBAF member, decent-sized country: Paraguay, Iraq)
0 (Tiny country, no baseball ever: Tuvalu, Kiribati, Antaractica)
If I saw OOTP generate Jeff Bronkey and saw Afghanistan as his home, I'd think it was a bug. Jeff Bronkey just doesnt sound like he's from Afghanistan to me. Honestly, he most likely did not hone his baseball skills while still there. I'd think his family moved back to the States before that happened, making him more American than Afghany (sp) anyway.
