When I used the above numbers in another league with 3000 American players created, I generated the approximate number of players shown in parentheses for each name. Also, each successive names on the list with at least 1000 frequency showed up at least once.

In another league, using a frequency of 89000 and 84000 for John and William respectively and a frequency of 20,000-29,999 for each of the other names on the list, at least 28 players were created for each name, though John (7th) and William (9th) were not the most frequent names.

Clearly something's amiss here, but I can't figure it out.
