If you have the "place rookies with correct teams" option turned on, on feb 15 they will be placed on the correct rosters. If you just want to be able to draft-then make sure you have the amature draft turned on and don't check the "place rookies" box and the rookies from 1994 will be in the 1994 first year players draft.
Be warned, populating your draft pool this way will give you players to draft during what would have been their rookie year-not their draft year.
