Do you still need help reproducing this? I have gotten it in the first two years of my sim and expect to see it again when the time comes. The bug for me is:
1. It's time for the Rule 5 Draft
2. I have space on my 40 man roster
3. I go to the "Continue Draft" screen and the lower left pane says "Draft completed" - Yet I'm at pick 1 of round 1 of 10 rounds. The only button in the lower right of the screen is the Report button (no way to advance to my pick or make a pick.
4. Trying to drag a player to the lower left pane does nothing (don't recall if I get an error popup or not, sorry).
5. If I hit Continue or try to advance, I get an error saying the Rule 5 Draft has not been completed.
First year I had the #3 pick (teams at #1 and #2 did NOT have room on their 40 man rosters, but I did). The second year, I had the 1st pick and had room but had the same bug as above.
I was able to get around this by creating a 2nd human manager, unaffiliated with a team, switching to him, simming the one day of the draft, then switching back to my guy. Of course, that means I can't ever pick someone up in the draft, but as it lets me continue, I could live with that.
LMK if you need the data files (and what to zip up), I'd be happy to put them on a site you can access.
