No, the number of rookie teams is right, in actuality teams only sign on average 22 players from the draft. The last year I checked the high for a team was 27 players signed and the low was 17. Teams have extended spring training for guys they want under contract but are not ready for a full season league, but after the draft (when the short season leagues start) everybody is assigned to one of the teams. IRL No organization has 75 rookie level players under contract.
