Why is historic play useless? Historic play with the Lahman database or any other user modified database was not designed to include minor leagues since no minor league players are in it. I have posted some workarounds for using minors with a historical league but the bottom line is Historic play is not designed to have minors included in it. There is a reserve roster that handles the extra players and allows them to develop.

The problem you have with a historical league is you will only get 5 to 6 rookies per team per year and if you have 3 or more levels of minors there is no way that will be enough players to stock them.

Here is a quickstart file I made that works fine with a historical league and 1 level of minors.

I would suggest you start with that as it will be far less frustrating for you until you get the hang of some of the tricks you can do.

But to say the game is broken because you run out of players with multiple minor leagues in a historical league setup is flat out inaccurate. As I said above the game is not designed to have minor leagues in a historical league but fortunately with some planning you can customize it to do almost any kind of setup you want.
