I've had the same problem almost everytime I get the the rule 5. I just send my GM on vacation and comeback after the rule 5 is done. Essentally what happens is it says the Rule 5 is complete, without me having done it, so I try to continue and it says it needs to be finished. Hope that's a bit more helpful.
