I think I know what the bug is...
In the League Setup, the date for the draft isn't auto-updating. When I changed it to June 1, 1901, it worked fine, but going into the next season it stayed on June 1, 1901 and I had to manually change it. That way the Draft pool was "released" 30 days before, which essentially creates the database to draft from.
