I was just thinking about this and put in a search. I am glad somebody else was thinking about doing it. Rather than tying it into college specifically, I am just planning to make it a fictional national amateur baseball association (though it is college baseball that inspired the concept). I also intend to set free agency at 4 years and keep the money low so they will take offers from the other leagues as soon as they get a chance. Those who can will move into the major league structure, while others may find themselves in one of the few indy leagues I intend to have, and maybe others will travel to other nations to play. I don't care what their ages are, since I'm not holding onto the 'college idea' too tightly and merely want it to loosely represent what college baseball might be like in the game.
I will be most interested in how the college stuff works out for you guys.
