Unless anyone knows where exsiting vector based flag images are available, it would seem that only those with CorelDraw or some other vector based program would be needed to create these images.

Yeah, that's a concern. I was planning to create some myself and test it out a bit, see what works and what doesn't. I don't have the talent to make high-quality logos like most of the folks here but I love to make flags.
