I wanted to point out two things...
The first is that, there would be no point in having accurate Winter-league rosters unless we are planning to play in a universe were only winter leagues exist...
In the real world around 90%(yeah I know i pulled this number out of my @$$ but I think im close

) of the players that play in the winter leagues play in other leagues during the summer if you guys are planning to create rosters for all the leagues you would have to create let's say two Miguel Tejadas(one that plays for the baltimore orioles and one that plays for cibao Eagles... two Miguel Cabreras, two Krod's... and when this players turn into free agents, it'll be a complete mess...so I'm not sure how you guys are planning to handdle that.
The other thing is that Clay davenport of baseball prospectus has calculated MLQeq's for most of these leagues... according to these articles...

he has calculated MLBeq's for the Cuban(somewhere aroudn high A), Korean(around AA), Japanese(around AAA) leagues, I think he also has the MLBeq's for the Italian and Australian leagues, but i'd have to check that out... I'm not sure if he would be willing to share this info with you guys though it would be kind of cool if we had it though.
