I believe that's correct. A league is limted to a single 'country'.

I put country in quotes because there aren't limitations like you are thinking of. If you create the MLB as being in the United States, you can still put teams in Canada. The pool of players, however, that would be created for the MLB would be limited to a single 'country'. I know the definition of a 'country' for the player pool is a little more complex than this - I'll see if I can find it.
