Unzip it and you should find a README file with some instructions on how to use it.

It is a stand alone program you'll double click the icon to launch it. If you want to create a schedule.dat file for OOTP directly you'll need to check the appropriate option box and then find your sched.dat file. Then set your games settings and seed and click Generate Schedule.

That's the basics.. eventually you can do a lot of things with an .ini file to really control the start times of the games.
