You are missing these files that I have in my OOTP4 directory. I know at least one of them is vital to the operation of the purchased game:
mfc42.dll
vtcpak24.dll
vtcpak33.dll
injury.txt
If missing OOTP4 root directory files is the problem a reinstall would likely fix the errors. Not sure what type of reinstall would be best but you may even be able to install
over the current version just to get any missing files.

If the hard drive was formatted that means you would have had to reinstall OOTP completely on that machine. If that is the case then the formatting of the hard drive should not be a problem. What might be a related problem is that this PC does not have all the needed files that you used to have on it. As Steve mentions, make sure you have DirectX and the latest video drivers on that machine, those are things you have to reinstall after a reformat.
One other longshot idea is the old backup-old-leagues-onto-a-CD-and-now-those-files-are-read-only problem. That does not sound like what is happening to you though so lets leave that alone for now until missing files and missing DirectX are checked out.
