I don't see what the big uproar is here. He's doing what countless others have done - he's taking the roster set put out by someone and then altering to his own liking and re-releasing it for anyone else who wants to try it out. He's giving credit, which is more than what most people do in this sort of situation.
Until I hear Halofan himself states he's unhappy with this, I could care less what anyone else says about it. All this stuff is posted under "OOTP Mods" for a reason - they're all about modifications of previously existing things.

He gave his credit to Halofan, he's got nothing to gain by doing this (as he isn't charging for the rosters) so let him be.
