Yes, and all contributing to the final results. The only debate is the relative strength of each of these factors. You place tailoring as the pre-eminent cause; I would submit the widescale results from MLB over a great many years and clubs demonstrates that tailoring cannot be the pre-eminent cause.
An equal cause, perhaps, but not a pre-eminent one.
