All four teams have some financial issues but a new GM can cut up to 4 players at no cost.
We currently use a 1-5 scale for ability and talent (although there has been discussion of changing ability to 1-10) and other ratings are 1-10.
We use the Anakit DB for importing rookie classes. Sims are run Mon, Wed, Fri - 1/2 month at a time (i.e. 15 days). The entire rules can be found here
