The feel I get from the locals is that the club will trade the #1 pick if they get it. The club has a lot of holes, but RB is not one of them - I wouldn't exactly call it a strength, but it's not one of the team's glaring weaknesses. Plus they just re-signed Dom Davis to a decent-sized extension.
The best-case scenario for them, based on what I've heard, is to trade the 1 to another Top 5 team, take D'Brickashaw Ferguson, and use the other picks to fill some other need positions.
