The new layout will not increase the time to run, just the size of the website. I have made some changes along the lines of what Mark suggested and it looks like it will now be less than twice as big as before, instead 2.5 times.
And, the CSS file wil not be embedded in each page. The test page was done look that for simplicity only. The css file will still be created in the root directory of the website and referenced by each page.
