Many people have asked that I post this, so here it is. This utility is used to calculate season-to-season league settings based on user-desired league totals or actual MLB historical totals. There are several different MLB files included, see readme file for details. Iatric developed this utility for a previous version of OOTP, but it still works with recent versions.

Note: This is not my work, so unfortunately I cannot provide any support.
