I would concur with the idea of backing up, then switching the draft to pre-season, and then back to June. I bet it will generate the amateurs on the spot.

Another option, of course, is to backup the league, and then sim really quickly through to June to see if the players do get created. Then restore from the backup. This only works if you're the commish, of course.
