The reason circular logos are probably best for OOTP is simply because of the size requirement, which is a 150x150 pixel square. To make the most out of that amount of real estate, a circular logo is the most efficient (other than a square one, of course, but few real-world team logos are defined squares, while a great many are circular).
One could create an asymmetric logo, but due to the square size allotted to logos in OOTP, you're going to be leaving a lot of empty space either at the sides or the top and bottom. The drawn area of the logo will thus be smaller as compared to using a circular one.
