Does anyone in the know, know how free agents determine why they don't like a team and won't talk to them?

In a league I'm involved in, some teams have troubles getting free agents because so many players won't talk to them. This is a problem.

In real life, money talks. I have a feeling in this game that it is random. However, I would be interested in knowing if I am right or what is the rational behind it.

We have seen problems with both teams full of garbage and winning teams.
