how does a pitcher's "avoiding runs" talent increase? and where does it develop, in the minors or does it start increasing in the majors?

plus
anyone know if playing a kid in the majors at an early age messes up his growth?

I have a SP currently in the major league level. he's 21 and has GFBBB as his talent. His ratings are 3 1 5 6 8 velocity 9. But his avoiding runs is 0. should i demotte him and let him develop?
