By the way, for all confirmed and potential GMs, I've the following cities confirmed as having franchises being placed in them:
Buffalo
Los Angeles
St. Louis
I'm perfectly fine with having two teams in a city, as I'd just assign one to each league then, but no more than two.
The one exception to this is Los Angeles, where the GM specifically asked that his franchise be the only one in that city.
